Gulira Mustafina, Managing Partner
Biography
Gulira Mustafina is the Managing Partner of the Contract Management and AIFC Practice at Pactum Group. She has over a decade of experience advising on complex investment and infrastructure projects, legal structuring, and contract management in Kazakhstan.
Gulira has led legal teams on landmark national projects, including the construction of Nazarbayev University, EXPO-2017 facilities, and the Main Mosque in Astana. She has overseen full legal support for contracts valued at over KZT 100 billion, working with government agencies, international contractors, financial institutions, and development partners.
Her professional focus includes structuring and negotiating contracts in the context of public-private partnerships, development finance, and multilateral cooperation. At a later stage of her career, she headed the legal function of a development company implementing large-scale tourism infrastructure projects in Turkistan and Aktau. In this role, she worked closely with state-owned management companies, sovereign and private funds, and operated within legal frameworks of the AIFC and special economic zones.
As a Managing Partner at Pactum Group, Gulira leads legal support for companies operating under AIFC law, combining her expertise in commercial contracts and regulatory compliance with in-depth knowledge of international standards.
She has spoken at national legal forums on contract management and completed a professional retraining programme in Contract Management at the Higher School of Economics. Gulira is also qualified in the application of international FIDIC contracts.
She speaks English and Turkish fluently.
